Terry Holmes

Vice President, Network Solutions

Terry serves as the VP, Network Solutions for CNX, where he has been at the forefront of connectivity infrastructure for Smart Cities. Terry is also responsible for working with government jurisdictions on asset management strategies and long-term telecommunications planning that incorporates digital inclusion, small cell densification and alternative wireless landscapes.

Previously, Terry managed the Engineering & Technical Services division for Connected Nation, Inc., providing national support for CN and its subsidiaries as it relates to broadband mapping, digital inclusion strategies, field validations and broadband expansion activities. Prior to this role, Terry worked at Sprint, where he negotiated 2.5 GHz spectrum contracts (having gained this valuable experience while employed as the Sr-VP of American Telecasting, Inc., a publicly traded company and the nation’s largest licensed, fixed wireless MMDS company prior to its acquisition by Sprint).Terry has extensive technical and operational experience in cable, wireless, telephony and satellite-centric ecosystems and has been involved in numerous start-ups of emerging technology companies. He is nationally recognized for leading advanced wireless technology field trials that involved Microsoft, AT&T, WorldCom, Nokia, Newbridge Networks, and other ecosystem companies that were instrumental in the early development of wireless broadband.

Terry has appeared before the FCC’s Wireless Telecommunications Bureau multiple times throughout his telecom career to present technical discussion on such matters as adjacent market/frequency offset for analog operations in the 2.5 GHz band (prior to use of GPS), channel-combining and single waveguide experiments, and in-field provider validation methodologies.  Over a 10-year span, Terry co-authored and presented the FCC with proposed rules changes in the MMDS/ITFS industry resulting in regulatory rulemakings that transitioned the 2.5 GHz band from analog to digital, one-way transmissions to two-way, two-way fixed transmissions to mobile and a complete channel band change providing a significant increase of useable spectrum that eventually allowed Sprint, Clearwire (et al) to launch their national WiMAX and 4G VoLTE networks.

Terry managed the construction and operations of multiple cable television systems across the country.  Terry was elected to two terms on the Board of Directors of the Indiana Cable Television Association and he co-founded the Michiana chapter of the Society of Cable Television Engineers.

Terry proudly served his country with the U.S Army 5th Special Forces as an electronic warfare specialist.
